Research Report on 2009 Floods and Landslides Disasters Caused by Typhoons 16(Ondoy), 17(Pepeng) and 18(Sante) in the Philippines
2.Research Objectives
2.1. Objectives
The main purpose of this study was to shed light on the flooding caused by Typhoon Ondoy and the landslides and flooding caused by Typhoon Pepeng, collecting as much data as possible, and providing data for subsequent disaster research as mentioned above. In particular, this report aims to clarify the following 7 points:
- What were the physical characteristics of the typhoons that caused these disasters?
- Why did the landslides cause so much damage?
- Why were the urban areas inundated by typhoons and heavy rains?
- How did central and local government respond to the disaster?
- How did the local people react?
- What has been going on in the devastated areas?
- How did national and international aid organizations and NGOs react to the disasters?
This report also aims to systematically organize and analyze the collected data for future use. In particular, a database of hazards and damage situations and a reference database of organizations involved with typhoon disasters shall be compiled and published on the Internet.
2.2. Summary of the research
To achieve these objectives, field and interview researches were conducted in Baguio city, Benguet Province, and NCR in the Philippines from 26th November to 3rd December 2009. The affected areas and facilities were examined by visiting the region and interviewing the affected people. The research group collected information on the social and environmental background, the state of devastation, and the response to the disaster by interviewing the people in charge of related organizations. This field research enabled the group to gather a general picture of each of the above 7 points and to collect data on the disaster effects and relief organizations.
The following chapters present an overview of the research results relating to the typhoon Ondoy and Pepeng disasters in the Philippines.
