11.Conclusions

Here we present a brief summary of the foregoing discussions. In chapters 1 through 5, we discussed the aims of this survey and we summarized its findings. In chapter 6 we discussed the physical characteristics of typhoons 16 and 17 from a natural science viewpoint. In particular, we focused on the Fujiwhara effect's interaction between typhoons 17 and 18 which is thought to be a major factor behind the massive damage inflicted on the Philippines by typhoon 17. In chapter 7 we presented a summary of disaster prevention, damage reconstruction and community power from the viewpoint of the gap between crime prevention and disaster prevention, and the issues involved in resettlement. In chapter 8 we presented the social background of the Philippines and a summary of the disaster response. Population changes and poverty rates were discussed with regard to the social background to the disasters, and with regard to the disaster response we outlined the national disaster response of the Philippines, identifying the importance of the National Disaster Coordinating Council (NDCC), its role and structure. In chapter 9, we presented an overview of the landslide disasters and we summarized the information obtained in on-site surveys of the rain conditions. And in chapter 10, we presented a summary of Ondoy flood that occurred in Metro Manila, with particular attention to the points that came to light in our on-site surveys from the viewpoint of the local hydrology and land environment.

This survey report gathers together the information collected in these on-site surveys. The aims of this survey study are twofold:

  1. To systematically organize the basic data on the disaster situations at the actual locations where they occurred (including photographs and video footage) to produce a useful set of resources for future surveys.
  2. To prepare various databases including a detailed database of hazards and damage timeline data, and a database of local individuals and related organizations, and to publish them on the Web.

With regard to these aims, we are currently at the stage of publishing our initial results on the Web. This report is our first producing an English version of the document so that it can be returned to the local people who helped us in this study, and then publishing the results of further survey research as "Natural Disaster Research Report".
